Per figures provided by Israel, a minimum of 98 detainees from Palestine have died during detention beginning in October 2023. A human rights group located in Israel has reported that the true number is likely considerably higher, as a result of many of disappeared detainees originating in Gaza.

Report Findings

A new investigation documented deaths attributed to assault, lack of healthcare, and inadequate nutrition. Investigators employed transparency petitions, forensic reports, and interviews with attorneys, human rights defenders, next of kin, and witnesses.

Official sources released complete information solely covering the first eight months of the conflict. During this time, reported numbers reveal an unprecedented death toll among Palestinian detainees, equating to a life lost once every four-day period.

Recent Figures

The military last updated records on custodial deaths for May 2024, and correctional authorities during September 2024. Analysts identified a further 35 casualties in detention after these timeframes and validated them with official sources.

Despite the aggregate figure of deaths documented being substantially larger than previous assessments, it probably does not reflect the entire scope of Palestinian casualties, according to the head of the prisoner monitoring division.

“Although we are presenting proof for a larger total of casualties than previously reported, this is an incomplete account,” he stated. “We are confident that there are yet detainees who perished in confinement that we are unaware of.”

Civilian Deaths

Confidential official information suggests that the vast majority of Palestinian detainees from Gaza who perished in detention were civilians, per a simultaneous investigation.

In May of 2024, a defense forces registry following all fighters in Gaza, a list of in excess of 47,000 named individuals, documented merely 21 fatalities in confinement. By that date, 65 Palestinians from Gaza had perished in prison.

Custodial Environment

Assault, torture, and other abuse of Palestinians has been normalised across Israel’s detention facilities during 24 months of conflict. Senior officials have publicly acknowledged inadequate food and an below-ground detention center confining Palestinians who never see daylight.

Present and past prisoners and insiders from the Israeli military have collectively claimed routine infractions of human rights protocols.

Institutionalized Cruelty

The organized mistreatment came with a disturbing rise in fatalities recorded across at least 12 prison sites in Israel. In the decade prior to the conflict, there were usually a couple deaths a year.

“This is not just an individual case here and there. It is widespread and it is expected to endure,” an official commented, partly due to the fact there is a culture of virtual exemption from consequences for killing and mistreating Palestinians.

Just one case of beating detainees has come to trial, with the military personnel handed a punishment to 210 days. An attempt to try other suspects over a severe beating involving sexual violence resulted in public rallies and the detention of Israel’s top military lawyer, with the alleged perpetrators now requesting that indictments against them be withdrawn.

Lack of Accountability

“Despite this significant total of fatalities, over two years no one has been detained,” the official noted. “There have been no prosecutions over any killing.

“As long as these measures are being applied, all Palestinian detainees in detention faces risk, also the physically well individuals, even the juveniles who have no health problems.”

High-Profile Cases

Certain fatalities in detention have been high profile, for instance a 50-year-old healthcare leader who perished in confinement after four months in custody.

An inmate incarcerated with the individual reported that he was brought to the exercise area by guards immediately preceding his death, obviously hurt and naked from the waist down. His corpse remains unreleased to Gaza.

Further inmates who died in confinement by Israeli authorities are unidentified. The prison service and defense forces provided analysts with the number of deaths in custody, and limited other details for example the location where they lost their lives, but excluding the detainees’ identities.

Identification Challenges

In 21 cases, mainly people from Gaza, investigators were unable to connect the limited information provided by government bodies to a death recorded by human rights groups, via testimony from former inmates or accounts in the media.

The detainees’ families may not know about their family members’ fatalities either, as Israel has made it difficult to monitor Palestinian individuals it is confining. For seven months at the outset of the war, the defense forces declined to give fundamental details about the status of thousands of people held in Gaza, practically enacting a practice of involuntary missing persons, as stated by the advocacy organization.
